Tibetan political leader, Sikyong Dr. Lobsang Sangay was in Washington, DC on official visit and he took time out to address and interact with Tibetans in DC areas. Organized by the Department of Information and International Relations (DIIR) in Dharamasala, the delegates were led by DIIR Kaon Dicki Chhoyang and include represntatives from all offices of Tibet aronnd the world.
